DTP, the Regional Transportation District (RTD) selected concessionaire for the Eagle P3 Project, is comprised of a partnership between Fluor Enterprises, Inc. (a unit of Fluor Corp.); Denver Rail (Eagle) Holdings, Inc., a unit of John Laing plc; and Uberior Infrastructure Investments (No 4) USA LLC, a unit of Lloyds Banking Group. Other team members include: Balfour Beatty Rail Inc., ACI, Ames Construction and HDR.
Public-Private Partnerships, or PPPs as they are often called, is a contract wherein a single private entity, typically a consortium of private companies, is responsible and financially liable for performing all or a significant number of functions in connection with a project.
